Should the hair be bleached first before dye it?

If you want to dye the hair with less damage, it will be better to get a professional stylist than color the hair at home by yourself.
Coloring hair must be done carefully, as you noted the damage can be great.  You have to choose good quality hair to keep the color and texture
The first thing you’ll want to tell your hairdresser is whether you have used any HENNA type products in the prior 6months to a year.  They make lightening hair very risky. Henna combined with standard developer will literally BURN the hair off your head.
Next, let the colorist determine your natural hair color.  If it’s in the medium brown to dark brown range, an ultra-light one step hair color can be used.
If your hair has color on it that has been colored and recolored so the ends are dark or black with the new growth light, consult your colorist.
If your hair is naturally any one of these shades, lightening prior to applying the finish color might be necessary.
IF YOU have the patience, the best thing is to lift you hair about 4-5 levels, allow it to “rest” (do nothing) but washing and conditioning to restore moisture and flexibility.
In a couple weeks you can do that again, lifting no more than 4 levels.  By then, your hair should be light enough to satisfy you.
There are extra-blonding techniques, but that should ONLY be applied by a professional.
